Three decoupled (I=2) rotational bands have been observed to rise out of irregular spherical excitations in Sb51117 at moderate spin. These bands are interpreted as resulting from low-lying g7/2, d5/2, and h11/2 valence orbitals outside the Z=50 closed shell coupled to the deformed [(g7/2)2(g9/2)-2]116Sn core state at the N=66 midshell. The valence orbitals do not significantly influence either the spherical or the deformed core shape; the latter is regulated by the at which the g7/2 and the intruder g9/2 levels cross. Two strongly coupled (I=1) bands involving [(g7/2)2(g9/2)-1] were also observed.
